Basis of design: how manufacturers get written into specs, and out of them

When an engineer designs a treatment plant or a transmission main, they select a basis of design for major equipment and materials: a specific product whose performance the design assumes. The specification is then written around it. Other manufacturers may be permitted through “or approved equal” language, or excluded through requirements only one product meets.

This decision is usually made between thirty and ninety percent design, by a person whose name is in a public design award, months before the specification is published.

The three states of a specification section

Named. Your product is the basis of design or a listed acceptable manufacturer. Protect it: addenda can remove names.

Competitor named. Another manufacturer is named. Read the performance criteria and the substitution provisions. If or-equal language is present, there is a path. If the section requires a proprietary test or dimension, there is not, unless the engineer changes it before bid.

Nobody named. The section describes performance and names no one. This is the most valuable state and the least visible, because searching a PDF for your name finds nothing. Reading the criteria against your catalog does.

Where it is lost

Addenda. A late addendum can strike or-equal language, add a named manufacturer or tighten a criterion. Addenda are short, published under deadline pressure, and rarely reread by sales teams.

Version drift. Between sixty and ninety percent, sections change. A product named at sixty can be gone at ninety without anyone outside the design team noticing.

What a manufacturer's morning should look like

Three lists: where you are named, where a competitor is named, and where the section describes what you make and names no one.
