What is read, and how often
A federal portal changes hourly; a small county posts its capital plan once a year and its agenda every other Tuesday.

One record per project
The same plant appears in a capital plan under one name, an SRF list under another, a board agenda by project number and a design award by nickname. Capveon resolves those to one project and keeps every source attached, so a field can always open to the page it came from.
Where the record is silent, the field says unknown. A blank is more useful than a guess to someone deciding whether to chase a project.
